There may be differences in state law and how the departments of insurance regulate the industry.  But, I would think that the first step would be to find an underwriter willing to take you on as an agent.  They would be able to guide through the rest of the process.

In Ohio, the next step would be to take the state exam, get your license and then enter into an agency agreement with the underwriter. 

You may want to contact an underwriter's agency representative, and perhaps you state land title association.  The Ohio Land Title Association used to publish a study guide for the exam (they probably still do). 

There are two things that may pose an issue today - underwriters have dropped a lot of agents for low volume of remittances, they may be looking for more volume today than they used to require.  And, escrow experience is usually a concern when an examiner applies to be an agent, but if you have been through it before, you might be okay with that.
