It would have been really useful if this information had been provided in the faxed instructions that I received.  As I see it, the gist of this is that more efficient tracking makes your company more attractive to clients, hence the possibility of more work is out there as a reward for increased efficiency & the subsequent faster turn times.  The faxed instructions I received focused mostly on the $5 levy should I fail to return documents in the order required.
