Hi,

 Question - are companies allowed to require a certain effective date be placed on an order even if the county is not current to that specified date?  We have never had a client request that we use a specific effective date until now, and they are not accepting the date we provided since it's 5 days prior to the one they wanted.  We won't put the effective date they want until the county is current to that date.  Has anyone else heard of this practice?
