Well, I went to the top of the chain on this problem, the Governor. About two weeks later I get a call from the Governor's Account Executive of the Dept.of Economic & Community Development Select Committee.  A long phone call followed, the man was stunned, couldn't believe what he was hearing about the changes, and how it works now and won't work in the future.

He took detailed notes and read them back to me. We both were taken aback by what is an apparent political favoritism move. "I'll be back to you next week and bring you up to date was his last comment.

Well, stupid me..... I believed him....that was two weeks ago.... and the Chaos gets worse!
