Serena - Central Virginia, Eastern Virginia and some in Northern Virginia do not require proof of citizenship for online access.  The clerk's office doesn't care that the company is overseas, they will let anyone have access as long as they pay.  I have told several Clerk's that they gave access to companies and/or abstractors in India and these are the answers I received:

1. that's just impossible, we would never allow that (ah, but they did)

2. that's at our discretion, if they pay we allow access

3. really? I'll look into it (yeah, right)

4. how do you know? prove it

5. I don't think we allow it, but come to think of it, we are getting a lot of calls from overseas numbers

Alix- I agree with you that the end is coming, and anyone who says that's not true is in denial.  Those who are busy may not realize they're getting more work because other abstractor's are leaving the business or local companies haven't hired enough minimum wage workers they can teach to do searches yet.  But they too will also slow down to just document copy requests as the overseas businesses continue to boom.  I guess you could say I'm going down kicking and screaming.  I know the banks don't care about outsourcing overseas but the consumer might.  Everyone I have talked to (outside of the industry) did not know there was good chance their personal info including social security number is being sent overseas.  Most still don't know they have the right to tell the bank what title company to use.  So in my delusional mind I think if I can 1. prove to the clerk's its happening and 2. let consumers know it's happening and their rights, MAYBE, and yes that's a big maybe, maybe we could turn this situation around.  I know what's up, I'm just going to fight till the very end.
