They're public records accessed by the public.  I guess I don't understand what you're saying.  There's nothing that says it has to be FREE.  In fact, it's only Ohio that is able to charge reasonable copy rates compared to other states.  Wisconsin charges $2 for the first page and $1 for every page thereafter; PA, MI, MN all charge $1/pg.  It's public access -- it's just not FREE public access.  Why do you think the public can't access kofiles the way they could access USLand?  It's just as easy to put in a name with kofiles as with any program and that's what the public does anyway.

I don't have "extensive on line access" either.  I have a computer with dual monitors and an internet connection.  ??   A lot of my counties are on line -- which is both good and bad.  Because the servers are the same whether I'm at the courthouse or at home, I know the data is accurate (again, in my counties, not everywhere).  BUT that also means that India is getting all the easy work.

You don't have to "exit the program" with Kofiles.  You just hit the "clear" button and put in the next name.  I can understand what you're saying about entering multiple names, but it's just not something I'd ever do myself.  As I said, it's what you're used to. 

Every ROD I deal with here would always notate when they change the index and I have many times brought errors to the ROD's attention.  Sorry you've had those kinds of issues where you can't trust them to be honest about a mistake.  You can print the index with kofiles and the effective date on that record will be the same as your report so if you are just stapling the index to the report for future reference, you've got the correct date.

And that the ROD is throwing this back to kofiles, then you know the answer already...it's not the program.  It's the people inputting the data.  It's not up to kofiles to record documents and index them.  It's the ROD's job.  Kofiles (and uslandrecords) is a DATABASE, nothing more.  And it's definitely GI/GO.

I really am sorry this is a bad situation for you.  There are a few counties like that here (that I, fortunately, do not personally deal with) and I hear it from my abstractors.
