The Ohio House of Representatives have passed a bill that would require "require county recorders, county auditors, county map offices, and county title offices to remain open and operational in order to perform all services essential to effectuating a property transfer and in order to allow physical access as necessary to search records and process titles that are not otherwise available online, subject to certain restrictions and requirements."
"The office may provide such access during limited hours and for a limited duration, and may subject searchers to requirements and restrictions in the interest of public health."
" All essential services to effectuate a property transfer shall remain open and available with all offices."
It still needs to pass the Ohio Senate and, of course, needs signed by the Governor, but it appears that someone is working on ensuring that access remains available to keep the real estate market functioning.
Hopefully, this won't lead to a spread of coronavirus among title professionals. Some of these records rooms are small and everyone has to touch all of the same things. There will need to be a lot of cleaning going on between uses. I hope you are all practicing good social distancing and you all stay safe and healthy.
Best,
Robert A. Franco
