It sounds like to me that he is trying to compile documents that are not on computer systems. Here in Jefferson Co., KY, the Deed rooms computers only go back to 1984. From 1984 to the early 1800's you have to search the old way, by book or microfilm or microfitch. As far as I have been told there are no plans to put any of these document images on the computer. I think this is what he is looking for. More of a historical data base, which would have come in handy when the court house in Madison Indiana burned.
The idea of having your title searches listed is not so crazy. Before Commonwealth Title closed we used to to purchase prior searches from them, back when a full search was 60 years. I have 12 years worth of title searches just sitting and collecting dust, why not make some extra money off of them, if I can do it without getting sued. Personally I have a problem relying on a prior title examiners work unless I know them personally.
I would be interested in hearing more about your idea, send me an E-mail when you get a chance.
