hello melinda, i cover 28 counties and i add a ten dollar fuel charge to the first order in a specific county. if they send me more than one order in a specific county i only charge them the ten dollars on the first order. i have lost a couple clients, (who weren't that great anyway) but the majority of my clients understand.  of course the further i have to drive, as i sometimes drive over a hundred miles to get to a county, the fuel fee goes up, i hope this helps you in billing your clients
