Since it's not a 4-day work week imposed by the county being closed, it seems like a business decision and perhaps a mid-week day would be an easier pill to swallow than a 3-day weekend.
In an old business and trade story that I heard many moons ago, a merchant in slow time saw his competitors lowering rates and he, instead, chose to raise his rates dramatically, and captured the market in doing so. The upshot of the story was that people in hard times figured that if he could afford to raise rates, that he was then providing a better quality service. Not sure if it pertains here, but it's certainly one to ponder.
I have the advantage on the Left Coast of having a fairly hi-tech infrastructure in place that allows me to search records online back by 24 years, to get assessment maps online, to check taxes online, to check business filings (local and state) online, which then allows me to do much of the basic / preliminary research. Like others have said many times, you don't rely upon such online data absolutely, but it forms a good starting point to look further into the records.
