Pathetic.  Totally pathetic. 

However, I see it as 'local' government throughout the US not truly understanding the fast paced, technological, needs of today.  many - as in all industries are " that's the way we always did it.... and we're just fine'

The smaller the county, township, etc...... the worse it is.  not ALL of course.

People in general are afraid of change, and think they are 'helping' when in fact they are hurting.... the public.
