This has nothing whatsoever to do with "being afraid of change".  It's simply a matter of "I'm the one in charge here...you'll do it my way and there's not thing one you can do about it."  These petty little tin-horn dictators are all about power--it's no more complicated than that.

This is a golden example of how the divine right of kings has been replaced by the divine right of bureaucrats.
