Vikki, the test will certainly be administered at locations throughout the country.  I know this because Lynn said so in the initial post of this thread. 

The NALTEA Education Committee is taking great care to protect the integrity of the exam.  For that reason, testing centers were chosen over the more convenient, but unmonitored, option of an on-line test.
