I too have received more than one solicitation call from a female with a thick Indian accent - one said they were in Maryland and one said they were in Michigan.  I tell them this:

If you e-mail or fax me something in writing that states you do not outsource anywork whatsoever outside the United States of America, then I will rethink my position and CONSIDER working with you.

So far they have always hung up on me.  Good riddance.
