The only hitch I see with this is that appraisers have an advantage over abstractors in that in most states, appraisers must be licensed. In the case of abstractors, only one or two states require licensing, and from what I understand the qualifications are 1) pay a fee, 2) fill out a form and 3) be able to fog a mirror when they hold it under your nose.
My solution to reducing collection problems is to get a signed agreement before performing any work. I let the hobbyists deal with the deadbeats.
But, that's just me.
