I have had a different experience. The last three times I refied my house I was required to have the appraisal performed at the outset. I was the one required to generate a check to the appraiser. If I had not written the check ($500-$600) the appraiser would not have performed his work and the mortgage application would have died. The POC referenced on the HUD 1 form was my payment to the appraiser...not the title company's.
