Well people with excellent credit histories could have ended up in this predicament because of a long-term unemployment due to industry mass layoffs, etc, and/or a divorce, or a major injury accident.  Most that have good credit histories are able to re-establish themselves within years because their prior credit shows they are responsible people - just life tragedies hit them.  Feel blessed if it never happened to you.  These people could have saved and had alot of back-up money but given the extent of the tragedy couldn't do it without finally affecting them.
