I agree, to a point - agents can be a big part of the problem. However, these large underwriters, especially First American, have significant direct operations. They could be large offenders on their own, and they have the deep pockets to justify a class action law suit. Furthermore, they set the policies for their agents and could be responsible even if the agents are the worst offenders.
If you haven't read my blog today, its on this very topic. I think to some extent this may not be the fault of the title company. There are conditions that must be met to qualify for the lower rate.
