Sue  him !   The reason these clowns  are able to stay in business  is because they prey on contractors  who are facing difficult financial times.  Sadly  there are plenty of  contractors who are desperate and will  take anything  is hopes of getting some money coming in.  People  like Mr. Whitted  are  bottom  feeders  at best .and need  to be driven out of business.   Report him to his local  Chamber and  Better Business Bureau.   If possible find out who his  client is  and tell them. I'll bet you lunch  he bills them for the searches  he gets from the contractors.
