Tough question.  It was much easier during the boom of the 90's.  I didn't even have to try to find new clients, they just kept calling me.  But, as I think back, I think I got my start working for a couple of local companies.  Once you are around the courthouses enough (yes, we still search at the courthouse) word just seems to spread.
