Donna,  Easy solution, post on here the Liber and Page numbers of the 14 pages you

 

say you received (because you only ordered them), and then we'll have the abstractor post

the liber and page numbers of all  28 pages he sent you.   If you can then show your report

(product) did not use or reference any of the other 14 pages he sent above your ordered

ones, we can believe you.   If your report used any of the 14 pages in question, you

owe him for those copies.

Simple solution.
