In Illinois, we used to provide the CPL to the lender, as a matter of course, at no charge. Over the past year, the state made it mandatory to provide the CPL to the lender AND the borrower, at a cost to the borrower. The Illinois Department of Financial and Professional Regulation set the 'suggested' fee at $25.00 for the borrower(s) (single charge to multiple borrowers) and $50.00 for the lender's coverage (also payed by borrower).
The agent is required to collect the fee, and the entire amount goes to the underwriter. There is no selling involved, as the borrowers have no choice. They have to pay it.
Gosh, do you think the underwriters played any role in letting this skunk out of its cage? All this at the same time our governments pretend to be concerned about undue costs born by the borrowers. Of course, the underwriters can now afford to lower their premiums, since all of those $75.00 fees are in their pockets. That should make it easy enough for them to squelch the competition from the agents.
