Here’s what I don’t understand.  In Pennsylvania, the Recorder of Deeds is designated as a stand-alone office in order to avoid conflicts of interest with respect to real estate transactions.  Since it collects recording fees set by the state legislature, it is therefore self-sustaining.  In fact, in many counties, the Recorder’s office generates a profit for the county general fund, over and above its own operating expenses.  Is that not the case in Ohio, or is Mr. Coates simply being economical with the facts?
