If there is good volume, I would tell them lets see how the first 20 or so orders go and then figure out a flat fee.  This way you can see how many need to actually turn into a Full Search.  Yes, you will probably lose some money on a few orders but hopefully make a killing on most.  You don't want to piss off clients these days.  They are hard to come by.
