This is a bad situation. I would think that regardless of any disclaimer, that removal of records would make the county liable for losses. Deliberate removal is certainly different from erroneous omission.
I don’t know why they should not publish document images. Why do you think they are called “Public Records”?
And why aren’t the online version of the records the same as on the computers in the recorders office? They deny liability for errors in those records also. So where does that leave everyone who relies on them?
