Re: Rush for Gas Rights Ignites Battle for Control of Land - Scott Perry/PA

Just a quick observation: I’m always a little suspect when someone prefaces their remarks by trotting out their conservative credentials, i. e., describing themselves as “a conservative Republican” or “die-hard Republican.”  It’s been my experience that if you have to go out of your way to tell people you’re not a lib, you’re a lib.

After a few days to ruminate on it, I'm still not sure where I come down on this issue.  Seems to me that a lot of these "big fish in little ponds" are simply reacting to the prospect of losing some kind of real or perceived authority, rather than out of a genuine concern for the residents they serve.  I can see the value of having some kind of local control, but regulation is sort of like salt: a certain amount of it is required to live well and be healthy, but too much can be fatal.

As a practical matter, most landowners here in Pennsylvania take a less-than-favorable view of zoning and land use regulation because they generally believe that what they do with their land is their own business.  Most polls that I’ve read on this subject show that an overwhelming majority of Pennsylvania residents are pro-drilling and are generally of the opinion that the benefits outweigh the risks.  Just last month, one township here in southwest PA had an initiative on the ballot to amend its Home Rule Charter to prohibit drilling for Marcellus gas within the township.  It failed, garnering only 17.5% of the vote.

Regards,
Scott Perry
