I don't think the problem is with returning documents in a specific order.  Rather, it is the prospect of having them deduct $5 from an already very low fee if you don't.  For example, someone forgets to specifically re-order the documents and then you get a check for $5 less than you billed. 

Think about the value they are placing on this.  If simply re-ordering the stack of papers is worth $5, what is the actual search worth?  If it takes 2 minutes to re-order the pages, they are placing a value on their time of $150 per hour.  At that rate, if it takes a half hour to do the search, which requires more knowledge and expertise, the search would be worth $300.  I don't know of anybody getting $300 for a current owner search.
