They've certainly had their share of corrupt local governments in the area.  Have you heard about the Bell, California scandal, where the city leaders of a small city came up with a scheme to pay themselves all several hundred thousand dollars apiece in salary?  If not, Google some news stories on that one if you have some time to kill.  It is amazing the gall that some "leaders" have when it comes to lining their own pockets.
