Being a larger county (or parish, in this case), they had the luxury of a dedicated IT person in the Civil District Court office.
In any job, I believe a person is responsible for having a certain basic level of competence in working with the systems that are needed in order for them to carry out the duties of their job. Reasonably, in 2010, the duty of a recorder's office might typically include working with systems such as a digital storage system for scanned documents, and a digital database for an index.
With even just a basic understanding of the technology-- and the ability to pay thousands of dollars for a remote backup system-- the data should have been much safer than if it was only stored physical media such as paper and microfilm, which can degrade over time, are not easy to replicate, and cannot be replicated perfectly.
