I turn off the flash for sure.  There are a couple of eastern jurisdictions that try to regulate this, but really, given the Public Records Acts of most states, it's nigh impossible for them to do so.  Heck, even before digital cameras, you could take pen to paper and copy a doc, or a person with a photographic memory could walk out of a place with a picture in-mind of the record and there were no reasonable ways to stop that, so go fig.

Naturally, they're not official copies any more than any regular deed you pay for is an official copy.  Official copies are ones you must pay for and have sealed under stamp and signature.  If your client needs that, then you gotta pay the cost and pass on that fee to the client. 

Funny, I had one client that got emailed copies from me and said "those arn't county copies", as if a  photocopier made them at all more official.  They did not want or need certified copies;  they just had not wrapped their brains around the "copy is a copy" idea.  lol
