It may be a bad idea, but the study could actually produce a lot of valuable information.  When working on inventing the lightbulb, Thomas Edison is credited for saying "I didn't fail, I just found 1,000 ways not to make a lightbulb." A study doesn't have to conclude that something is a good idea to lead to an innovative solution.

And, the federal land title system was only a small part of the study.  It also contained a study of the state systems that could identify what is working well in some parts of the country for the benefit of others.  This study could end up providing the information we need to improve efficiencies in the current county recording systems.  Why should each county have to try and fail and spend money trying to get it right... why not conduct a study to save them each the time, money and resources?  Seems like a wise use of money to me.
