Look, if any of the several states wanted to commission a study on how to improve efficiencies at the county level within their borders, I wouldn't have a problem with that.  I never said there's not room for improvement, I just don't think that it falls within the purview of the federal government to involve itself in the inner workings of the various public records systems across the country under the guise of some seemingly innocuous "study".

Maybe I've read one too many conspiracy novels, but it sure seems as if Congress is trying really hard to fix what isn't broken with some "one size fits all" solution.  As others on this forum and elsewhere have pointed out, there are issues of state sovereignty to consider here.  I'm just not sure that any bill of this type will pass Constitutional muster.
