Actually, the columnist claims a lack of civility, but unlike some of the other cases where things really did get ugly, in this case the neighbors seem to be handling the dispute the right way-- through the courts and even by dealing directly with each other, in at least one case.  Or at least the columnist provided no evidence to the contrary.
