Thanks for the input.  I need to state, however, that I have several clients who will not work with us at all unless I quote an "inclusive" fee.  I don't think it's so much penny pinching that is the issue: it's budgeting per order.  I've also worked around this problem by stating "don't make more than 15 copies [in this $1 per copy state] w/o approval".  If copies in a particular county become justifiably excessive, I just get an ok from the client FIRST. 

We've actually had a lot fewer problems with copy inclusive clients.
