NYSLTA (http://www.nyslta.org) could probably answer your questions. They have been fighting the imposition of the tax on Abstract and Municipal Searches since The NYS Department of Finance came up with the brilliant idea (please note the sarcasm). I believe the initial effective date was March 1st and the law firm working with NYSLTA had it delayed to September 1st, but I haven't heard anything and we're only a few short weeks away.
