A point to be made about civil servants not working for free is that they do work at the dime of the tax payer and the added revenue-generation will hardly be added to their salaries;  it'll probably be used as the basis for giving some administrative apointee or politician a raise.

Our income taxes, sales taxes, property taxes and more should already pay for these schlubs to go and get the public information which they maintain (again and already at our tax dollar).   To tack on additional "service fees" is a slap in the fact to the public, the tax payers and the Citizens.
