Good question... and I think that is probably why it is a pilot program, to see how it works. I believe that it could have a deterrent affect. Everyone knows that you can be positively identified with a thumbprint. It may make people think twice before attempting to forge a document before a notary public.
While I suppose that one could still do it, at least we have a way to catch them now and prosecuting someone for this type of fraud will be easier.
That said, it does sound like an awful hassle to go through. I'm not sure how the notaries feel about it yet, but it did come with a fee increase for them. That might make it more palatable.
