We take the opposite approach.  We write everything down in our report regardless of whether the client asks for copies.  Thus, when they client wants full copies of everything, it takes us more time to complete the order.

We charge $1 per page for our copies for convenience sake, unless the county charges us more.  One of our counties charges $2 per page for all copies.  In a few counties we make a little money on copies, but I figure that accounts for out time in making them.
