It would probably also require legislating those changes at the state level. No easy task when you consider the "that's the way we've always done it" mindset in some jurisdictions. The county assessors and recording offices technically aren't considered a part of the court system here in PA, operating with their own separate budgets and staff. There would no doubt be political opposition from county officials who resist the idea of relinquishing that much control over the operation of their offices.
