For the odd custom web development jobs we've done over the years, we've pretty much charged $40/hr, no matter the type of work I'm doing, but usually the stuff I've done has involved database work, programming, logo design, etc.  Just for simple static web page work and graphics that doesn't require any special artistic skill,  I'd say that as little as $20-25/hr. could be a reasonable rate.  A site like you describe without any complex graphics or dynamic content might take only a few hours or several.  On average, $100-$150 might be a good average price?
