I actually responded to this yahoo because it ticked me off.  I told him that he needs to master the English language, internet etiquette, and lower his prices significantly.  I also explained that people have been burned by sending work to other countries where it is impossible to easily resolve issues.  I also asked him how he expected to do the work without actually living in the state since most of Michigan is not on line.

He wrote back -- badly.  I think he was trying to be sarcastic, but wasn't succeeding.  I dumped his mail into my "blocked spam" list.
