Kacy was not intending, nor did she, step on our toes.  The question is a valid one about how to go about maintaining proper reporting and book keeping on the back end of the paperwork and not so much about how we deal openly and honestly with clients.  I think Scott may have misread, or read what he expected into that post, moreso than was actually there.

I don't offer to include copies unless a client asks, and, unless it's an inordinante amount of pages, I provide them free with our report when asked to do so (since I use a digital camera method).  Otherwise, the client is referred to online sites and rate charts for the effective public agency as to where to acquire the documents at cost and directly.  if a client orders docs after the report is done, then the cost of the public fees is borne by them and the cost of the additonal time is tacked on to the bill, because it's after-the-fact and interrupts our workflow on other projects in other counties.  The county fee is a reimbursement on our books and the added cost applied by us is income.
