Hi Dorothy;

I believe it has to do with obtaining a registration from the DMV to move the structure. Once the pre-fab is attached to the foundation, the DMV registration is then void. The structure is affixed to real property. Nomal procedure for manufacturer housing. Not normal for tax rolls to recite same. Take note of the 2 trailors which makes up one house.
