Robert,
I had a client that use to send me thousands of documents to record, they attached a check (my fee) to each document as well as the check to cover the recording fees, and I didn't even ask them to do this!
You might tell them you are not in a financial position to upfront these fee's and you would need them to send a check with each recording. Thats what I would do,
