We hired a programer to create  our Internal Customer Transaction Reporting System (ICTRS) several years ago and it does almost everything on your wish list - AND it is all online, we can access it from a library if we need to.  I think that was the scariest part, but we have never looked back.

It was expensive but totally worth it.  If your interested I could put you in touch with the independant programer that created our system and he might have some suggestions for you.
