I intend to seek further guidance from the insurance department on the issue of the minimum premium because that is different than our TIRBOP filed rates.  TIRBOP calls for a minimum cancellation fee of $100, which when combined with this language, I would think it would be the cost of production or $100 whichever is greater.

PLTA is always involved in legislation but not big on making sure the title insurance community is fully informed and following the rules.

Everyone is paying attention in PA right now and the Dept. of Insurance is likely to revisit legislation following the public hearing on May 28th.

There is no doubt in my mind that the giving of services in exchange for referrals is a thing of value and an illegal inducement - directly or indirectly.  It is the ball and chain worn by title professionals and enforced through fear by real estate brokers and lenders.  It's an unfair cost passed on to consumers throughout the nation and I can only hope that one day those who think it's a cost of business will remember that all costs of business are passed onto consumers one way or the other.  We are not non-profits.

The PA Attorney General asked for this public hearing and he is plenty unhappy about referral fees and charges made by title agents to consumers.
