I was told by my insurer, Title Program Administrators, that the cost of insurance is based upon the amount of work (dollar-wise) done each year (together with things you'd expect like number of claims filed, experience, area, etc.).  Title Program Administrators always tries to get me the best deal and will check with several companies for the best rates.
