Can anyone tell me if all 39 Independent Cities store their own property records? I'm finding contradicting information online and I am hoping someone can clear it up for me.  The list of cities/ counties I have been referencing is located here: http://en.wikipedia.org/wiki/List_of_counties_in_Virginia.  I have a customer who randomly asked me because they were confused and I have no idea since we don't cover this area.  Thanks!
