The fault lies with the abstractor's reluctance to get off their asses and enforce collection on delinquent clients. It has become so tiresome reading abstractor's complaints of non-payment and then having them dismiss it because they think the cost of collection does not justify the debt. If you are going to write it off..don't whine and cry  about non-payment. If you want satisfaction...pursue collection.
