I believe I understand where you are coming from, though there are items that seem 'out of whack' as noted in one of the comments above.
I deal much more in the lower end properties, and as noted, it appears to me that more of these as a percentage (did not crunch the percentage numbers), require more time than the high ends I deal with. (more leins, judgments, etc...). This scenario is opposite of your 'proposal'.
In addition, the Title company pays the same fee to the searcher for a $29,000 property (yes, they exist).... so say a full search, paying over $100..... while gaining just $420 at basic rate and $378 at re-issue rate.
The amount of work on the Title side does not lessen, nor the overhead expenses. ...so yes, there is a quandry.... the abstractor gets .... let's say $130..... 31% of the income to the Title company at a basic rate. Wowzers.
Just where is equilibrium so both parties make a fair dollar? I do not have the answer.
